It’s definitely not a predictor of things. Even if you’re 39 weeks and 1 cm (or even 39 weeks and 2 cm) the advice is still the same. Labor could start today, or in a week (well — when you’re 39 weeks we hope it will be within 2-3 weeks). You need active contractions to really be in labor.
